 Justice and the resolution of insecurity in Haiti: Methodology and perspectives

Résumé

L’insécurité haïtienne, dont les acteurs sont les puissances impérialistes, certaines figures de l’échiquier politique haïtien et les groupes armés, est un phénomène dont la résolution est problématique. C’est pourquoi la recherche « tend à montrer la subordination indirecte de la justice haïtienne aux ordres des États-Unis d’Amérique » d’où proviennent les munitions des gangs qui terrorisent la population haïtienne. Ainsi cette recherche a, à priori, affirmé que la résolution du problème de l’insécurité haïtienne dépend du « principe de l’indépendance judiciaire ». Cependant, son application, en vertu des avis des enquêtés, devra être le corollaire d’une autodétermination du peuple haïtien exprimée par sa rupture avec les puissances impérialistes, dont les États-Unis, et d’une réforme du Droit haïtien qui redéfinira les relations internationales et le statut de l’État haïtien.

 Summary

Haitian insecurity, whose actors are the imperialist powers, certain figures on the Haitian political spectrum and armed groups, is a phenomenon whose resolution is problematic. This is why the research “tends to show the indirect subordination of Haitian justice to the orders of the United States of America” where the munitions of the gangs who terrorize the Haitian population come from. Thus, this research has, a priori, affirmed that the resolution of the problem of Haitian insecurity depends on the “principle of judicial independence”. However, its application, according to the opinions of those surveyed, must be the corollary of a self-determination of the Haitian people expressed by its break with the imperialist powers, including the United States, and of a reform of Haitian law which will redefine relations international relations and the status of the Haitian state.
